Patravo Acceptable Use Policy

Patravo is a youth-safety-first platform for youth-serving organizations, including troops, packs, crews, ships, posts, councils, chartered organizations, camps, schools, churches, clubs, nonprofits, and similar groups.

This Acceptable Use Policy explains what you may and may not do on Patravo.

The main rules are simple:

• Use Patravo for safe, lawful, organization-related communication, events, media, records, and coordination.
• Do not use Patravo to harm, exploit, harass, groom, threaten, stalk, deceive, or endanger anyone.
• Do not use Patravo to create secret or unsupervised adult-to-youth communication where youth-protection settings apply.
• Do not upload illegal, sexual, exploitative, abusive, hateful, harassing, deceptive, malware-related, or privacy-invasive content.
• Do not misuse youth information, rosters, parent/guardian contact information, photos, attendance records, event records, or organization data.
• Do not publish youth photos, names, identifying details, location information, or sensitive information publicly without appropriate permission.
• Do not impersonate a parent, guardian, adult leader, troop, council, chartered organization, Scouting America, school, church, nonprofit, or any other person or entity.
• Do not bypass safety settings, moderation tools, permissions, or organization oversight.
• Report unsafe content, users, messages, media, or behavior.
• Patravo may remove content, restrict features, suspend accounts, preserve records, notify organizations or guardians, and report safety concerns when legally required or reasonably necessary.

Patravo is not a free-for-all group chat app. Patravo is a controlled organization platform for trusted communities.

This Acceptable Use Policy protects Patravo users, youth members, families, organizations, volunteers, staff, and the broader community.

It is designed to:

• Protect youth and vulnerable users.
• Support recognized youth protection and safeguarding practices.
• Keep Patravo safe, respectful, lawful, and useful.
• Set clear rules for user-generated content.
• Help parents, guardians, leaders, administrators, councils, chartered organizations, and app-store reviewers understand how Patravo handles abuse.
• Prevent misuse of organization data and youth information.
• Explain how Patravo may enforce rules when safety, security, legality, or trust is at risk.

This Policy is part of Patravo’s Terms of Service. By using Patravo, you agree to follow this Policy.

This Policy applies to all use of Patravo, including:

• Any other Patravo feature or service that links to this Policy

This Policy applies whether content is private, group-visible, organization-visible, guardian-visible, administrator-visible, or public.

This Policy applies to all users and organizations, including:

• Youth members
• Parents and guardians
• Adult leaders
• Volunteers
• Organization administrators
• Organization owners
• Troops
• Packs
• Crews
• Ships
• Posts
• Patrols, dens, committees, and subgroups
• Councils and districts
• Chartered organizations
• Scouting America, if it uses Patravo directly
• Camps
• Schools
• Churches
• Clubs
• Nonprofit organizations
• Community organizations
• Staff members
• Public website visitors
• Anyone using Patravo on behalf of another person or organization

If you use Patravo on behalf of an organization, you represent that you have authority to do so.

If you administer a Patravo workspace for an organization, you are responsible for configuring and using Patravo in a way that supports that organization’s rules, youth-protection requirements, privacy obligations, and legal responsibilities.

Patravo is designed to help organizations support recognized youth protection and safeguarding practices, including principles used by Scouting America and other youth-serving organizations.

Patravo is independent and is not affiliated with, endorsed by, sponsored by, approved by, or operated by Scouting America, Boy Scouts of America, any council, district, or chartered organization.

You may not use Patravo to claim or imply endorsement, sponsorship, approval, or affiliation by Scouting America, a council, a district, a chartered organization, a school, a church, a nonprofit, or any other third party unless you have authority to make that claim.

You are responsible for using names, marks, logos, badges, insignia, program names, and other protected materials only as permitted by their owners and applicable policies.

Patravo may be used for safe, lawful, authorized organization purposes, such as:

• Managing membership and rosters.
• Coordinating youth-serving organization activities.
• Sending appropriate group communications.
• Planning events and meetings.
• Tracking RSVPs and attendance.
• Sharing approved files, forms, photos, and videos.
• Supporting parent and guardian involvement.
• Supporting youth-protection practices.
• Managing adult leader and volunteer roles.
• Maintaining organization records.
• Publishing approved public organization information.
• Coordinating committees, patrols, dens, teams, crews, or other groups.
• Communicating with families and authorized users.
• Reporting safety, privacy, security, or policy concerns.
• Supporting continuity when leadership changes.

Patravo should be used to help organizations operate more safely, clearly, and responsibly.

Certain conduct is never allowed on Patravo.

Patravo may immediately remove content, restrict features, suspend accounts, suspend organizations, preserve evidence, notify appropriate users or organizations, and report conduct to authorities when legally required or reasonably necessary.

Zero-tolerance violations include:

• Child sexual abuse material.
• Sexual content involving minors.
• Grooming.
• Sexual solicitation of minors.
• Sextortion.
• Human trafficking or exploitation.
• Attempts to move youth into secret or unsafe communication channels.
• Attempts to bypass youth-protection settings.
• Credible threats of violence.
• Instructions or encouragement for suicide, self-harm, abuse, or serious violence.
• Non-consensual intimate imagery.
• Exploitation of vulnerable users.
• Impersonation of a parent, guardian, adult leader, administrator, council, chartered organization, Scouting America, school, church, nonprofit, law enforcement officer, emergency responder, or youth member.
• Use of Patravo to conceal abuse, unsafe conduct, or mandatory-reporting concerns.
• Retaliation against a person who reports a safety concern.

Patravo has no tolerance for using the Service to exploit youth, hide unsafe conduct, or weaken safeguarding.

Patravo is designed for youth-serving organizations and vulnerable groups. Youth safety rules apply to all users and organizations.

8.1 No Secret Adult-to-Youth Communication

Where youth-protection settings apply, users may not create, encourage, or participate in secret or unsupervised adult-to-youth private communication.

Users may not:

• Create hidden adult/youth message threads.
• Remove required adult, administrator, or guardian visibility to conceal conduct.
• Mislabel a youth as an adult.
• Mislabel an adult as a youth.
• Use duplicate accounts to avoid oversight.
• Use off-platform communication to bypass Patravo safeguards.
• Encourage youth to hide messages from parents, guardians, adult leaders, administrators, or other responsible adults.
• Move conversations to another app or channel for unsafe, secret, sexual, coercive, grooming, or manipulative purposes.

8.2 No Grooming, Sexual Conduct, or Exploitation

Users may not use Patravo to groom, sexualize, solicit, manipulate, coerce, exploit, or isolate a youth member or vulnerable person.

This rule applies to messages, comments, media, usernames, profiles, files, links, event discussions, public pages, and off-platform conduct connected to Patravo use.

8.3 No Bullying, Hazing, or Humiliation

Users may not use Patravo to bully, haze, shame, intimidate, mock, isolate, embarrass, or humiliate youth members or other users.

This includes:

• Group pile-ons.
• Cruel jokes.
• Initiation rituals.
• Dares or challenges meant to embarrass someone.
• Sharing humiliating photos or videos.
• Excluding or targeting a youth in a harmful way.
• Retaliating against someone for reporting a concern.

8.4 Parent and Guardian Involvement

Users may not interfere with appropriate parent or guardian visibility, approvals, notifications, or access.

Users may not falsely claim to be a parent or guardian.

Users may not remove, alter, or misuse guardian relationships to hide conduct, access information improperly, or block appropriate oversight.

8.5 Youth Privacy

Youth information should be handled with special care.

Users and organizations may not share youth names, photos, videos, contact information, attendance, locations, medical information, school information, home addresses, family details, or identifying information unless they have authorization and a legitimate purpose.

Public sharing of youth information requires extra care and appropriate permission.

8.6 No Unsafe Activities

Users may not use Patravo to organize, conceal, or promote activities that violate applicable law, youth-protection rules, supervision requirements, transportation rules, health and safety rules, camp rules, council rules, chartered organization rules, school rules, church rules, nonprofit rules, or governing-body requirements.

Patravo provides tools. Organizations remain responsible for supervision, training, screening, transportation, permissions, mandatory reporting, emergency action, and compliance.

You may not upload, post, send, store, display, publish, link to, or distribute content that is:

• Illegal.
• Exploitative.
• Sexually explicit.
• Sexual content involving minors.
• Grooming-related.
• Abusive.
• Harassing.
• Bullying-related.
• Hazing-related.
• Hateful or discriminatory.
• Threatening.
• Violent or graphic.
• Self-harm-promoting.
• Fraudulent.
• Deceptive.
• Impersonating another person or organization.
• Privacy-invasive.
• Doxxing-related.
• Stalking-related.
• Malware-related.
• Phishing-related.
• Spam.
• Infringing.
• Confidential information shared without authorization.
• Sensitive youth information shared without authorization.
• Medical, emergency, or personal information shared in an inappropriate location.
• Content that encourages illegal activity.
• Content that provides unsafe instructions for violence, abuse, weapons, explosives, evading law enforcement, or harming others.
• Content that endangers youth, families, volunteers, staff, organizations, or the public.

Patravo may remove or restrict content that violates this Policy or creates safety, legal, privacy, security, or operational risk.

You may not use Patravo to:

1. Violate any law or regulation.
2. Violate Patravo’s Terms of Service, Privacy Policy, Youth Safety & Safeguarding Policy, or this Policy.
3. Violate youth-protection, safeguarding, supervision, or mandatory-reporting rules.
4. Harm, exploit, groom, solicit, endanger, abuse, or threaten a child or vulnerable person.
5. Harass, bully, haze, intimidate, shame, or retaliate against others.
6. Send sexual, romantic, grooming, coercive, or manipulative messages to or about youth members.
7. Create secret adult-to-youth communication channels.
8. Bypass guardian, administrator, adult-leader, or organization oversight.
9. Upload or distribute child sexual abuse material.
10. Upload or distribute non-consensual intimate imagery.
11. Upload pornography or sexually explicit content.
12. Share another person’s private information without permission.
13. Dox, stalk, track, or surveil another person.
14. Impersonate another person or organization.
15. Misrepresent your identity, age, role, title, authority, training, affiliation, registration status, or guardian relationship.
16. Create fake, duplicate, or misleading accounts.
17. Evade suspension, moderation, reporting, or access restrictions.
18. Interfere with safety settings, reporting systems, audit logs, or moderation tools.
19. Scrape, harvest, export, sell, rent, trade, or misuse rosters, directories, emails, phone numbers, youth information, guardian information, or organization records.
20. Use Patravo data for unrelated marketing, advertising, political targeting, data brokerage, lead generation, or behavioral profiling.
21. Spam users.
22. Phish, scam, defraud, or deceive users.
23. Collect login credentials.
24. Upload malware, spyware, ransomware, viruses, or harmful code.
25. Attack, overload, disrupt, or interfere with Patravo systems.
26. Probe, scan, or test Patravo systems without authorization.
27. Bypass access controls or rate limits.
28. Use bots, scrapers, or automation without written permission.
29. Reverse engineer Patravo except where allowed by law.
30. Use Patravo to build a competing product through unauthorized copying, scraping, or data extraction.
31. Publish public content that is unlawful, unauthorized, misleading, unsafe, or inconsistent with youth safety.
32. Use Patravo in a way that damages users, families, organizations, youth members, Patravo, Venlorin LLC, or the public.

Patravo may support announcements, messages, group chats, event discussions, comments, replies, email, push notifications, and other communications.

Communications must be lawful, respectful, organization-related, and consistent with youth safety.

You may not use Patravo communications to:

• Harass, bully, shame, threaten, or intimidate.
• Haze or pressure youth members.
• Send sexualized comments.
• Groom or manipulate a youth member.
• Coerce participation.
• Retaliate against a reporter or whistleblower.
• Send spam or chain messages.
• Send phishing or fraudulent messages.
• Impersonate an organization or leader.
• Share private information without permission.
• Pressure users to move to unsafe off-platform channels.
• Send unauthorized fundraising, solicitation, or commercial messages.
• Use organization contact lists for unrelated political, commercial, or personal campaigns.
• Exclude, isolate, or target users in a harmful way.

Communications may be visible to authorized users based on role, permissions, group membership, guardian relationship, organization settings, and youth-protection settings.

Patravo should not be used as the only method for urgent emergency communication. If there is an emergency or immediate risk of harm, contact emergency services or appropriate authorities first.

Photos, videos, files, and media involving youth require special care.

You may upload or share media only if you have the right and permission to do so.

You may not upload, send, publish, or share:

• Sexual images or videos involving minors.
• Exploitative youth content.
• Embarrassing, humiliating, hazing, bullying, or degrading youth content.
• Media that exposes private addresses, school schedules, personal contact information, or sensitive locations without authorization.
• Medical records, emergency records, or sensitive documents in inappropriate places.
• Copyrighted material without permission.
• Confidential organization documents without authorization.
• Altered, manipulated, synthetic, or deceptive media used to deceive, harass, sexualize, exploit, or embarrass someone.
• Media that falsely suggests endorsement, approval, or affiliation by Scouting America, a council, a chartered organization, a school, a church, a nonprofit, or another entity.
• Content that violates another person’s privacy, publicity, intellectual property, or safety rights.

Patravo does not allow photos, videos, or files to be used for advertising, harassment, exploitation, data brokerage, or unrelated marketing.

Organizations are responsible for obtaining appropriate permission before uploading or publishing youth media.

Patravo may allow organizations to create public websites or public pages.

Public pages are separate from private organization workspaces.

Organizations are responsible for what they publish publicly.

Public pages must not include, unless properly authorized and appropriate:

• Youth contact information.
• Youth home addresses.
• Youth school schedules.
• Private family information.
• Guardian contact lists.
• Internal rosters.
• Private attendance records.
• Medical information.
• Emergency contact information.
• Sensitive event locations.
• Travel details that create safety risk.
• Unapproved youth photos or videos.
• Youth names or identifying details without appropriate permission.
• Login-only or confidential organization information.
• Content that falsely implies endorsement by Scouting America, a council, a district, a chartered organization, a school, a church, a nonprofit, or another third party.

Organizations should carefully review public pages before publishing and should remove or update public content when permission changes or safety concerns arise.

Patravo may remove or restrict public content that violates this Policy or creates safety, privacy, legal, security, or reputational risk.

Organization data must be used only for authorized organization purposes.

Organization data may include:

• Rosters.
• Directories.
• Youth information.
• Parent and guardian information.
• Adult leader information.
• Volunteer information.
• Attendance records.
• Event records.
• Photos and videos.
• Files.
• Messages.
• Permission records.
• Emergency information.
• Advancement or program records.
• Settings.
• Audit records.
• Public website content.
• Exported data.

You may not:

• Scrape organization data.
• Bulk-harvest rosters or directories.
• Sell, rent, license, trade, broker, or share organization data for unrelated purposes.
• Use youth or family contact information for unrelated marketing.
• Use Patravo data to build advertising profiles.
• Use Patravo data for data brokerage.
• Use one organization’s data for another organization without authorization.
• Download data after your access has been revoked.
• Keep exported data longer than authorized by the organization or applicable law.
• Share exported data with unauthorized people.
• Use organization data for personal disputes, harassment, retaliation, or surveillance.
• Export youth information to avoid Patravo’s safety controls.

Organizations are responsible for protecting exported data and limiting exports to authorized users.

Patravo relies on accurate roles and trusted relationships.

You may not:

• Create a fake account.
• Use another person’s account.
• Share your login credentials.
• Pretend to be another person.
• Pretend to be a parent or guardian.
• Pretend to be a youth member.
• Pretend to be an adult leader, administrator, council representative, chartered organization representative, staff member, or official.
• Misrepresent your youth/adult status.
• Misrepresent your training, registration, certification, or authorization.
• Claim to represent a troop, pack, crew, ship, post, council, district, chartered organization, Scouting America, school, church, nonprofit, camp, or other organization without authority.
• Create a Patravo workspace for an organization without authority.
• Use Scouting America marks, council marks, chartered organization marks, school marks, church marks, nonprofit marks, or other protected names or logos without permission.
• Use a title, role, or permission level to access information you are not authorized to see.

If there is a dispute about who controls a workspace, Patravo may require reasonable proof of authority and may temporarily restrict access while the dispute is reviewed.

Patravo may help organizations plan events, meetings, activities, trips, campouts, service projects, transportation, RSVPs, attendance, and related communications.

Patravo does not certify that an event is safe, approved, insured, supervised, age-appropriate, authorized, or compliant.

You may not use Patravo to:

• Organize unlawful events.
• Organize unsafe activities.
• Hide activities from parents, guardians, adult leaders, administrators, councils, chartered organizations, or responsible organizations.
• Evade required approvals.
• Misstate supervision.
• Misrepresent transportation arrangements.
• Conceal attendance.
• Publish unsafe meeting locations.
• Ignore training, age, health, safety, transportation, supervision, camp, council, chartered organization, school, church, nonprofit, or governing-body requirements.
• Pressure youth or adults to attend activities in unsafe or unauthorized conditions.

Organizations remain responsible for event safety, adult supervision, emergency planning, transportation safety, permissions, mandatory reporting, legal compliance, and applicable program requirements.

If Patravo supports emergency contacts, allergies, medical notes, permission information, or other sensitive information, that information must be handled with care.

You may not:

• Upload sensitive information unless authorized.
• Share medical, emergency, or sensitive information in public areas.
• Share sensitive youth information with unauthorized users.
• Use sensitive information to harass, embarrass, exclude, or discriminate.
• Store sensitive information in the wrong place to bypass access controls.
• Use Patravo as the only emergency medical record source for an event.
• Publish emergency contacts, medical information, or personal safety details publicly.

Patravo is not a medical provider, emergency service, rescue service, or emergency dispatch service.

Organizations should maintain appropriate offline records and emergency procedures for events, travel, camping, and areas with limited connectivity.

You may not interfere with Patravo’s systems, security, reliability, or integrity.

You may not:

• Hack Patravo.
• Attempt unauthorized access.
• Probe, scan, or test systems without authorization.
• Exploit vulnerabilities.
• Bypass rate limits.
• Bypass access controls.
• Interfere with logging, moderation, safety, or audit systems.
• Upload malware, spyware, ransomware, viruses, worms, or harmful code.
• Conduct denial-of-service attacks.
• Use bots, scrapers, crawlers, or automated tools without written permission.
• Scrape data from Patravo.
• Reverse engineer Patravo except where legally allowed.
• Attempt to obtain Patravo source code.
• Interfere with another user’s access.
• Create accounts or content at scale to abuse the Service.
• Use APIs or integrations in unauthorized ways.
• Test security vulnerabilities outside Patravo’s authorized responsible disclosure process.

Good-faith security research must follow Patravo’s Responsible Disclosure Policy, when available.

Users should report unsafe, abusive, illegal, or policy-violating content or behavior.

You may report:

• Messages.
• Comments.
• Announcements.
• Photos.
• Videos.
• Files.
• Public pages.
• Profiles.
• Events.
• Groups.
• Users.
• Organizations.
• Safety concerns.
• Privacy concerns.
• Security concerns.
• Impersonation.
• Youth-protection concerns.
• Misuse of organization data.

Patravo may provide in-app reporting tools where user-generated content and user interactions are available.

If there is an emergency, immediate danger, threat of violence, suspected abuse, or urgent risk of harm, contact emergency services or appropriate authorities first.

Patravo may provide tools to block, mute, hide, restrict, or limit interactions with users or content.

Because Patravo serves youth organizations, blocking and restriction tools may work differently than in general social media apps.

For example, Patravo may limit a user’s direct interaction with another user while still preserving:

• Required adult oversight.
• Guardian visibility.
• Organization records.
• Safety reporting.
• Moderation records.
• Audit logs.
• Legal preservation.
• Administrative access.
• Youth-protection requirements.

Users may not misuse blocking or restriction tools to hide unsafe conduct, prevent accountability, avoid investigation, or interfere with organization oversight.

Patravo may review, remove, restrict, preserve, or escalate content and accounts when needed to operate the Service, protect users, enforce this Policy, comply with law, or address safety concerns.

Organization administrators may also moderate content within their workspaces, subject to Patravo’s rules and applicable law.

Enforcement actions may include:

• Warning.
• Content removal.
• Content visibility restriction.
• Comment or messaging restriction.
• Media restriction.
• Public page takedown.
• Feature restriction.
• User blocking or restriction.
• Account suspension.
• Account termination.
• Organization suspension.
• Workspace lock.
• Admin permission removal.
• Export restriction during investigation.
• Preservation of evidence.
• Notification to organization administrators.
• Notification to parents or guardians where appropriate.
• Notification to councils, chartered organizations, national organizations, schools, churches, nonprofits, camps, or other responsible entities where appropriate.
• Reporting to law enforcement, child protection agencies, or child-safety organizations when legally required or reasonably necessary.

Patravo may act without advance notice when needed for youth safety, legal compliance, security, abuse prevention, or emergency reasons.

Patravo does not promise to review all content before it appears. Users and organizations remain responsible for what they post, upload, send, approve, publish, or permit.

Patravo may preserve content, account information, logs, organization records, messages, files, media, audit history, or other information when reasonably necessary for:

• Youth safety.
• Legal compliance.
• Law enforcement requests.
• Child protection reports.
• Organization investigations.
• Security investigations.
• Abuse prevention.
• Dispute resolution.
• Enforcement of Patravo policies.
• Protection of users, families, organizations, Patravo, Venlorin LLC, or the public.

Patravo may report illegal or unsafe activity to law enforcement, child protection agencies, child-safety organizations, affected organizations, parents, guardians, councils, chartered organizations, national organizations, schools, churches, nonprofits, camps, or other appropriate parties when legally required or reasonably necessary.

Patravo is not a substitute for mandatory reporting, emergency services, law enforcement, child protective services, medical care, or trained in-person supervision.

Users or organizations may appeal certain enforcement actions where required by law or where Patravo makes an appeal process available.

Appeals may be submitted by replying to the enforcement notice or by contacting:

Patravo may require identity verification, proof of authority, guardian verification, organization authorization, or additional information before reviewing an appeal.

Immediate safety restrictions may remain in place during an appeal.

Patravo may deny appeals when necessary for youth safety, privacy, legal compliance, security, abuse prevention, or protection of others.

Organization owners and administrators have special responsibilities.

Administrators must:

• Invite only authorized users.
• Assign roles carefully.
• Remove access when users are no longer authorized.
• Maintain accurate youth/adult status.
• Maintain accurate parent and guardian relationships.
• Review permissions regularly.
• Respond to reports and safety concerns.
• Moderate content when appropriate.
• Protect exported data.
• Avoid giving unnecessary access to youth information.
• Configure public sharing carefully.
• Follow applicable youth-protection, privacy, safety, and recordkeeping rules.
• Escalate serious concerns to appropriate authorities or responsible organizations.

Administrators may not use their access to snoop, stalk, retaliate, harass, collect unrelated information, or view information without a legitimate organization purpose.

Patravo may be used by or connected to troops, packs, crews, ships, posts, councils, districts, chartered organizations, Scouting America, schools, churches, nonprofits, camps, and other entities.

These entities may have different roles, responsibilities, or legal interests.

Users may not:

• Misrepresent an oversight entity’s authority.
• Block appropriate oversight when legally or organizationally required.
• Use Patravo to conceal misconduct from a responsible organization.
• Falsely claim that a council, chartered organization, national organization, school, church, nonprofit, or camp approved an activity, user, event, public page, or communication.
• Use an organization’s name, logo, marks, or authority without permission.

If Patravo receives a credible authority dispute, safety concern, legal request, or oversight request, Patravo may restrict access, preserve records, or require proof of authority before taking further action.

Users and organizations should collect and share only the information needed for legitimate organization purposes.

You may not use Patravo to collect unnecessary youth information.

You may not pressure users to provide sensitive information that is not needed.

You may not use personal information from Patravo for:

• Advertising.
• Data brokerage.
• Behavioral profiling.
• Unrelated marketing.
• Personal disputes.
• Harassment.
• Stalking.
• Retaliation.
• Political targeting unrelated to the organization’s lawful purposes.
• Commercial solicitation unrelated to the organization’s lawful purposes.
