Patravo Youth Safety & Safeguarding Policy

Patravo is built for youth-serving organizations.

That includes troops, packs, crews, ships, posts, patrols, dens, committees, chartered organizations, districts, councils, camps, schools, churches, clubs, nonprofits, and similar organizations that serve young people.

Youth safety comes first.

Patravo is not a general social network. Patravo is not a secret messaging app. Patravo is a private organization platform designed to support safer communication, parent and guardian visibility, adult oversight, role-based permissions, event coordination, media management, reporting, moderation, and accountability.

The main safety rules are simple:

• Adults may not use Patravo to create hidden, secret, or unsupervised communication with youth where youth-protection settings apply.
• Users may not groom, exploit, harass, bully, threaten, sexualize, shame, manipulate, stalk, or endanger youth.
• Users may not bypass organization oversight, parent or guardian visibility, moderation, auditability, or safety settings.
• Youth photos, videos, names, locations, attendance, and identifying details must be handled carefully.
• Public sharing should be intentional, limited, and authorized.
• Users can report unsafe content, accounts, communication, media, or conduct.
• Patravo may restrict accounts, remove content, preserve records, notify organizations, and escalate safety concerns when needed.
• Organizations remain responsible for their own youth-protection rules, supervision, adult screening, training, transportation, event safety, mandatory reporting, emergency action, and legal compliance.

Patravo provides tools. Patravo does not replace leadership, supervision, common sense, mandatory reporting, emergency services, or an organization’s own safety obligations.

If there is an emergency or immediate danger, contact emergency services or the appropriate authorities first.

Patravo’s youth-safety commitments are part of the product and part of the brand.

1. Youth safety first. Product decisions, privacy choices, and organization tools should be evaluated through a youth-safety lens.
2. No secret adult-to-youth spaces. Patravo is designed to support accountable communication, not hidden adult-to-youth conversations.
3. Parent and guardian involvement matters. Parents and guardians should have meaningful visibility into youth-related information where appropriate.
4. Organizations need oversight tools, not black boxes. Organization owners, administrators, adult leaders, moderators, and responsible entities need tools to manage access, review issues, and respond to concerns.
5. Role-based access protects both youth and adults. Information should be visible based on role, group, event, guardian relationship, organization relationship, and safety settings.
6. Youth privacy and youth safety work together. Protecting youth means limiting unnecessary exposure while giving authorized adults and guardians appropriate visibility.
7. Reports must be taken seriously. Patravo provides or may provide ways to report unsafe content, conduct, accounts, media, messages, or platform misuse.
8. Unsafe conduct can lead to immediate action. Serious safety violations may result in content removal, account restriction, workspace restriction, evidence preservation, escalation, or termination.
9. Patravo will not be used to hide abuse, grooming, exploitation, harassment, or retaliation. Attempts to bypass safety controls are themselves safety violations.
10. Patravo supports recognized youth-protection principles. Patravo is designed to help organizations support safeguarding practices used by Scouting America and other youth-serving organizations, without replacing those organizations’ own rules or responsibilities.
11. Customer content is not used for advertising or AI training. Youth information, organization data, messages, photos, videos, files, and safety reports are not advertising inventory or AI training data.
12. Safety policies are versioned and transparent. Updates to this policy receive version numbers, previous versions are archived, and material changes are explained in a changelog.

It applies whether Patravo is used by a local troop, pack, crew, ship, post, patrol, den, committee, council, district, chartered organization, camp, school, church, club, nonprofit, Scouting America, or another youth-serving organization.

If a user violates this Youth Safety & Safeguarding Policy, the user may also violate the Terms of Service or Acceptable Use Policy.

If this policy and the Terms of Service conflict, the Terms of Service control for contract issues, and this policy should be read as Patravo’s youth-safety and safeguarding standard.

If this policy and the Privacy Policy conflict on privacy or personal-data processing, the Privacy Policy controls for privacy matters.

If you use Patravo on behalf of an organization, you are responsible for following this policy and for helping your organization use Patravo safely.

Patravo is designed to help organizations support recognized youth protection and safeguarding practices, including principles used by Scouting America and other youth-serving organizations.

Patravo is independent and is not affiliated with, endorsed by, sponsored by, approved by, or operated by Scouting America, Boy Scouts of America, any council, district, or chartered organization.

Users and organizations may not claim or imply that Patravo is endorsed by Scouting America, a council, a district, a chartered organization, or any other third party unless they have written authorization to do so.

Organizations remain responsible for following the rules, policies, training requirements, reporting requirements, supervision requirements, and program guidance that apply to them.

Patravo provides software tools. Patravo does not run the organization.

Patravo provides tools. Patravo does not replace leadership.

Patravo is designed to support recognized youth-protection and safeguarding principles.

10.1 No One-on-One Adult-to-Youth Contact Where Youth-Protection Settings Apply

Patravo is designed to support communication patterns that avoid unsupervised one-on-one adult-to-youth communication where youth-protection settings apply.

Organizations should configure Patravo so youth communications occur in appropriate group, guardian-visible, leader-visible, or organization-visible spaces.

Adults may not use Patravo to create hidden adult-to-youth communication or to bypass youth-protection settings.

10.2 Two-Deep Leadership Support

Patravo’s communication and oversight tools are designed to support two-deep leadership principles by allowing appropriate adult visibility, organization oversight, parent and guardian involvement, and role-based communication settings.

Patravo does not certify that an organization is following two-deep leadership. Organizations remain responsible for applying their own supervision rules during activities, meetings, travel, events, online communication, and off-platform communication.

10.3 Parent and Guardian Visibility

Patravo supports parent and guardian relationships so families can receive communications, review youth-related information, manage approvals, and participate in safety oversight where appropriate.

Organizations should keep guardian links accurate and should promptly correct incorrect or outdated guardian relationships.

10.4 Role-Based Access

Patravo uses roles, permissions, group membership, event participation, guardian relationships, and organization settings to control visibility.

A youth member, parent, guardian, adult leader, committee member, administrator, council representative, chartered organization representative, or organization owner may see different information depending on configuration and authority.

10.5 Auditability

Patravo may log important administrative, permission, safety, security, moderation, and account actions.

Auditability helps organizations understand what happened, review changes, investigate issues, and maintain accountability.

10.6 Reporting and Moderation

Patravo provides or may provide reporting and moderation tools so users and organizations can flag unsafe content, messages, media, accounts, events, or conduct.

Organizations are expected to review and act on reports within their authority.

10.7 Privacy-Preserving Youth Participation

Youth should be able to participate in their organizations without unnecessary exposure of full names, contact details, photos, locations, personal history, attendance, or sensitive information.

Organizations should collect and display only what is needed.

Patravo’s communication tools are intended for accountable organization communication.

Users may not use Patravo to create unsafe, secret, exploitative, or inappropriate communication.

The following rules apply to messages, announcements, group discussions, comments, event discussions, profiles, files, media captions, public pages, and related communication features.

11.1 No Secret Adult-to-Youth Messaging

Adults may not use Patravo to create secret, hidden, or unsupervised adult-to-youth communication where youth-protection settings apply.

Adults may not ask youth members to move a conversation to personal texting, private social media, personal email, encrypted messaging, gaming chat, or another off-platform channel to avoid parent, guardian, leader, or organization visibility.

11.2 No Grooming or Boundary Violations

Users may not use Patravo for grooming, manipulation, coercion, sexualized conversation, secrecy, favoritism, pressure, isolation, romantic pursuit, or other boundary violations involving youth.

Examples of prohibited conduct include:

• Asking a youth to keep a conversation secret.
• Sending personal messages that would be inappropriate for a parent, guardian, or another adult leader to see.
• Giving special attention, gifts, praise, or opportunities to manipulate a youth.
• Asking a youth about sexual topics.
• Asking a youth for private photos.
• Encouraging a youth to hide information from parents, guardians, or leaders.
• Moving communication off Patravo to avoid oversight.

11.3 No Evasion of Oversight

Users may not bypass safety controls by:

• Creating duplicate accounts.
• Using another person’s account.
• Mislabeling a youth as an adult.
• Mislabeling an adult as a youth.
• Creating hidden groups.
• Removing required adults or guardians from communication spaces.
• Deleting content to avoid safety review.
• Using external tools to avoid Patravo oversight.
• Encouraging users to communicate outside approved organization channels.

11.4 No Bullying, Hazing, or Harassment

Users may not bully, haze, harass, shame, humiliate, threaten, intimidate, ridicule, isolate, or target another person.

This includes:

• Cyberbullying
• Group pile-ons
• Abusive jokes
• Initiation rituals
• Discriminatory attacks
• Threats
• Retaliation
• Public humiliation
• Sharing embarrassing screenshots
• Pressuring youth to participate in unsafe or unwanted conduct

11.5 No Retaliation

Users may not retaliate against someone for reporting a concern, participating in a review, refusing unsafe communication, enforcing boundaries, or raising a youth-safety issue.

Retaliation may include threats, removal from groups, gossip, shaming, exclusion, demotion, harassment, public criticism, or pressure to withdraw a report.

Parent and guardian visibility is part of Patravo’s safety model.

Patravo may allow parents and guardians to:

• Receive organization communications.
• View information for linked youth members.
• Manage approvals.
• Review event participation.
• See messages or group activity where organization settings allow.
• Receive safety notices.
• Report concerns.
• Request access, correction, export, or deletion of youth personal information as described in the Privacy Policy.

Organizations should configure guardian visibility in a way that supports their youth-protection responsibilities.

Youth members should understand that Patravo is not private from all adults. Depending on settings, authorized parents, guardians, adult leaders, moderators, administrators, council representatives, chartered organization representatives, or Patravo personnel may have access to certain information for safety, administration, or legal reasons.

Patravo is designed to provide different access for different roles.

Organizations should assign permissions carefully.

13.1 Administrator Access

Administrator access should be limited to trusted, authorized adults or responsible organization representatives.

Administrators may be able to view, change, export, delete, moderate, or configure sensitive organization information. Organizations should review administrator access regularly and remove access when a person leaves a role.

13.2 Adult Leader and Volunteer Access

Adult leader and volunteer access should be limited to information needed for the person’s role.

Adults should not use access for curiosity, gossip, personal disputes, unrelated fundraising, unrelated marketing, political activity, or purposes outside the organization.

13.3 Council, District, Chartered Organization, and National Organization Access

Where applicable, Patravo may support access for councils, districts, chartered organizations, national organizations, or other responsible entities.

Such access should be used for legitimate organization, safety, administrative, compliance, or support purposes.

13.4 Authority Disputes

If there is a disagreement about who controls a workspace, Patravo may require reasonable proof of authority.

This may include documentation from a troop, pack, crew, ship, post, committee, chartered organization, council, national organization, executive officer, legal representative, payment owner, domain owner, or court order.

Patravo may temporarily restrict, preserve, suspend, or limit access while an authority dispute is reviewed.

Youth media can be sensitive.

Photos and videos may reveal a youth’s identity, location, routine, organization affiliation, school, faith community, activity history, awards, friendships, travel, or personal circumstances.

14.1 Media Permission

Organizations are responsible for obtaining appropriate permission before uploading, sharing, or publishing youth photos, videos, names, identifying details, or sensitive information.

Permission may come from parents, guardians, organization policies, media releases, event forms, school policies, council rules, chartered organization rules, or other applicable processes.

14.2 Private Media

Media inside a private organization workspace should be visible only to authorized users based on role, group, event, guardian relationship, permissions, and organization settings.

Users may not download, screenshot, copy, repost, or share private youth media for unauthorized purposes.

14.3 Public Media

Public sharing should be limited, intentional, and authorized.

Youth photos, videos, names, uniforms, awards, event locations, travel information, and identifying details should not be published publicly unless the organization has appropriate permission and a legitimate reason.

14.4 No Advertising or Sale of Media

Patravo does not sell youth media.

Patravo does not use photos, videos, files, or organization media for advertising.

Patravo does not use AI features or customer media to train AI models.

14.5 No Exploitative or Manipulated Youth Media

Users may not create, upload, share, request, or distribute:

• Sexualized images of youth.
• Nude or sexually explicit images of minors.
• Child sexual abuse material.
• Synthetic sexual or exploitative content involving minors.
• Deepfakes involving youth.
• Humiliating manipulated media.
• Synthetic bullying content.
• Media used for sextortion, blackmail, threats, coercion, or harassment.
• Media that falsely depicts a youth in an unsafe, sexual, criminal, humiliating, or abusive situation.

Attempted violations count.

Patravo may remove media, restrict accounts, preserve evidence, notify appropriate parties, or report to authorities when required or appropriate.

Patravo may support public organization websites or public pages.

Public pages are different from private organization workspaces.

Public content may be visible to anyone. It may be indexed by search engines, copied, screenshotted, cached, downloaded, or shared by third parties.

Organizations control what they publish publicly and are responsible for public content.

Organizations should avoid publishing unnecessary:

• Youth full names
• Youth contact information
• Full rosters
• Detailed attendance records
• Youth schedules
• Travel details
• Home addresses
• Sensitive event locations
• Medical information
• Private family information
• Youth photos without permission
• Identifying details that create avoidable risk

Patravo may remove, restrict, or require changes to public content that violates this policy, violates law, violates Patravo’s Terms, or creates a safety risk.

Patravo may help organizations manage events, RSVPs, attendance, reminders, transportation notes, permission information, files, comments, and event communications.

These are administrative tools.

Organizations remain responsible for:

• Supervision

• Transportation safety
• Driver approval
• Medical readiness
• Emergency planning
• Weather decisions
• Venue rules
• Permission forms
• Activity approval
• Council, district, chartered organization, school, church, camp, nonprofit, or governing-body rules
• Legal compliance
• Mandatory reporting
• Emergency response

16.1 Sensitive Locations

Event locations can be sensitive.

Organizations should avoid publicly posting detailed youth location information unless appropriate and authorized.

Private event locations should be visible only to users who need them.

16.2 Attendance Records

Attendance records can reveal sensitive information about youth participation, routines, absences, travel, and group involvement.

Organizations should limit attendance visibility to authorized users.

16.3 Emergency Limits

Patravo should not be used as the only emergency plan.

Do not rely on Patravo as the only way to access emergency contacts, medical information, maps, transportation plans, or time-critical instructions.

Offline records, printed information, adult supervision, direct communication, and emergency procedures may be necessary, especially during travel, camping, outdoor activities, remote locations, or areas with limited connectivity.

Adults in youth-serving organizations have heightened responsibilities.

Adult users must:

• Use their real identity.
• Accurately represent their role.
• Accurately represent their organization affiliation.
• Accurately represent their training or approval status.
• Communicate through approved channels.
• Maintain appropriate boundaries.
• Avoid secret or unsupervised youth communication.
• Protect youth information.
• Use youth data only for authorized organization purposes.
• Report safety concerns.
• Cooperate with appropriate reviews or investigations.
• Avoid retaliation.
• Remove or report incorrect access.
• Keep their account secure.
• Avoid using Patravo for personal disputes, gossip, curiosity, unrelated marketing, political activity, or unauthorized fundraising.

Adult users must not:

• Ask youth to keep secrets from parents, guardians, leaders, or administrators.
• Move youth communication off Patravo to avoid oversight.
• Send sexual, romantic, coercive, manipulative, or inappropriate messages to youth.
• Use administrative access to intimidate, monitor, stalk, embarrass, or control another person.
• Export rosters for unrelated purposes.
• Share youth data with unauthorized people.
• Keep access after leaving a role.
• Use Patravo to bypass youth-protection rules.

Parents and guardians are important partners in youth safety.

Parents and guardians should:

• Keep contact information current.
• Review linked youth information.
• Review event approvals carefully.
• Ask the organization questions about safety settings and communication practices.
• Use reporting tools when something seems unsafe.
• Respect other families’ privacy.
• Avoid sharing screenshots, rosters, photos, or youth information in harmful or unauthorized ways.
• Contact the organization for program-specific safety issues.
• Contact Patravo for platform safety issues, privacy issues, or suspected misuse.
• Contact emergency services or appropriate authorities for emergencies or immediate danger.

Parents and guardians should not use Patravo to harass leaders, volunteers, youth members, other parents, or organization staff.

This section is written for youth members.

Patravo is for your organization. It is not a secret app.

Depending on your organization’s settings, parents, guardians, leaders, administrators, moderators, or other authorized adults may be able to see some information.

You should:

• Be kind.
• Use your own account.
• Keep your password private.
• Tell a trusted adult if something feels wrong.
• Report unsafe messages, photos, videos, users, or behavior.
• Ask for help if someone pressures you.
• Think carefully before sharing personal information.
• Remember that screenshots and downloads can spread.

You must not:

• Pretend to be someone else.
• Bully, haze, shame, threaten, or harass others.
• Send sexual messages or images.
• Ask others for sexual images.
• Share someone’s private information without permission.
• Share embarrassing screenshots.
• Meet someone secretly.
• Hide unsafe communication from parents, guardians, or trusted adults.
• Use Patravo to break your organization’s rules.

If someone asks you to keep a secret that makes you feel unsafe, asks for private pictures, sends sexual messages, threatens you, pressures you, or tells you not to tell your parent, guardian, or leader, tell a trusted adult or appropriate authority.

The following conduct is prohibited on Patravo.

Patravo may take immediate action for serious violations.

Users may not:

1. Groom, exploit, solicit, coerce, manipulate, or endanger a youth.
2. Create or attempt to create secret adult-to-youth communication where youth-protection settings apply.
3. Request, upload, share, store, or link to child sexual abuse material.
4. Create, upload, share, request, or distribute sexualized content involving minors.
5. Use editing tools, synthetic media, or manipulated media to create sexual, exploitative, humiliating, deceptive, or abusive content involving youth.
6. Engage in sextortion, blackmail, threats, coercion, or sexual solicitation.
7. Use Patravo for trafficking, exploitation, or abuse.
8. Harass, bully, haze, threaten, shame, intimidate, or target others.
9. Encourage self-harm, suicide, eating disorders, violence, or dangerous behavior.
10. Dox, stalk, track, or surveil another person.
11. Publish youth contact information without authorization.
12. Publish youth location details without appropriate authorization.
13. Publish youth photos, videos, names, or identifying details without appropriate permission.
14. Use rosters for unrelated marketing, sales, political activity, harassment, scraping, or data brokerage.
15. Impersonate another person or organization.
16. Misrepresent adult status, youth status, guardian relationship, training, role, authority, or affiliation.
17. Create fake accounts or use another person’s account.
18. Bypass safety controls, moderation, audit logs, restrictions, or permissions.
19. Retaliate against someone who reports a concern.
20. Interfere with a safety review, moderation action, or investigation.
21. Upload malware, phishing links, spyware, or harmful code.
22. Use Patravo to commit fraud.
23. Upload content that violates law or another person’s rights.
24. Use Patravo in a way that creates a safety risk for youth, families, volunteers, organizations, Patravo, or the public.

Attempted violations, encouragement of violations, and attempts to evade enforcement are also prohibited.

Users should report unsafe content, conduct, users, communication, media, events, or platform misuse.

21.1 Emergencies

If there is an emergency or immediate danger, contact emergency services or the appropriate authorities first.

Patravo is not an emergency service.

21.2 Suspected Abuse, Exploitation, or Imminent Harm

If you suspect child abuse, exploitation, grooming, child sexual abuse material, trafficking, self-harm risk, violence, or imminent danger, follow applicable law and your organization’s required reporting procedures.

Do not wait for Patravo to respond before making a required report to emergency services, child protective services, law enforcement, council authorities, school authorities, chartered organization leadership, or other required channels.

In the United States, suspected online child exploitation may also be reported to the National Center for Missing & Exploited Children CyberTipline.

21.3 Organization-Specific Youth Protection Concerns

For organization-specific youth-protection concerns, users should report through the organization’s required channels.

21.5 What to Include in a Report

When safe and appropriate, include:

• Your name and contact information
• The organization name
• The workspace name
• The user, message, event, file, photo, video, or page involved
• Date and time
• Screenshots or links, if safe and lawful to provide
• A brief description of the concern
• Whether anyone may be in immediate danger
• Whether the issue has already been reported to the organization or authorities

Do not send illegal content unless specifically instructed by appropriate authorities. If you encounter suspected child sexual abuse material, report it through the appropriate legal and safety channels.

Patravo may review safety reports and take action based on the seriousness of the concern, available information, applicable law, product capabilities, and safety needs.

Patravo may:

• Review the report.
• Ask for more information.
• Restrict content.
• Remove content.
• Lock media.
• Preserve records.
• Suspend messaging.
• Suspend an account.
• Suspend an organization workspace.
• Disable public pages.
• Require an organization to change settings.
• Notify organization administrators.
• Notify organization owners.
• Notify parents or guardians where appropriate.
• Notify councils, districts, chartered organizations, national organizations, schools, churches, camps, or other responsible entities where appropriate.
• Report to law enforcement.
• Report to child protection agencies.
• Report to child-safety organizations.
• Cooperate with valid legal process.
• Decline to act when a report cannot be verified, is outside Patravo’s control, or does not violate policy.

Organizations should consult legal counsel, councils, chartered organizations, schools, churches, insurers, camps, governing bodies, child protection authorities, or law enforcement when appropriate.

Patravo’s safety tools work best when organizations configure them carefully.

Organizations should:

• Keep rosters current.
• Correctly classify youth and adults.
• Correctly assign roles.
• Link parents and guardians accurately.
• Review administrator access regularly.
• Remove departed adults, volunteers, families, and youth when appropriate.
• Limit sensitive information to authorized users.
• Configure communication settings to support youth-protection rules.
• Avoid unsupervised adult-to-youth communication.
• Configure public sharing carefully.
• Review media permissions.
• Review event visibility.
• Limit attendance visibility.
• Train administrators on Patravo settings.
• Review safety reports.
• Preserve and export records when appropriate.
• Follow their own retention requirements.
• Use strong account-security practices.
• Use multi-factor authentication for administrators where available.

Incorrect configuration can create safety and privacy risks.

Organizations are responsible for configuring Patravo in a way that matches their youth-protection duties, legal obligations, and governing-body requirements.

Safety and privacy support each other.

Safety reports, youth records, rosters, guardian relationships, attendance records, media, and event details may contain sensitive information.

Patravo limits access to safety-related information to people and service providers who need access for safety, legal, operational, support, or security reasons.

Patravo may disclose safety-related information when reasonably necessary to:

• Protect youth or vulnerable users
• Respond to safety reports
• Notify appropriate organization representatives
• Notify parents or guardians where appropriate
• Comply with law
• Respond to valid legal process
• Report suspected abuse, exploitation, or illegal activity

Organizations and users must not casually export, screenshot, repost, forward, or disclose youth information, safety reports, rosters, media, or sensitive records.

Safety-related retention may limit or delay deletion in certain cases, as described in the Privacy Policy.

Patravo may enforce this policy based on the seriousness of the issue, available evidence, safety risk, legal obligations, user history, organization response, and product context.

Possible enforcement actions include:

• Content removal
• Media restriction
• Message restriction

• User blocking, muting, or restriction where available
• Parent or guardian notification where appropriate
